Which version of the CIF01 -V1 do you have? Note that the dip switch setting may be different depending on this information. Have you looked at the STUP instruction. It is an expansion instruction that you will need to assign a function number to. This instruction will change the parameters of the RS port using your plc program. Not sure if this will "fix" your problem, but is worth a look.
